November 2013

Union Customs Code - Update
From the members area you can download the final text of the Union Customs Code, as negotiated between the Council and the European Parliament (EP). Already approved by the European Parliament’s Internal market and Consumer Protection (IMCO) Committee, the text now needs to be formally adopted by the EP’s plenary and the Member States after the text will be published in the EU’s Official journal and will turn into effect on the 1st of November 2013.

The European Commission published the 2013 version of the Combined Nomenclature (CN), which will apply from the 1st of January 2013 onwards. The full text is available here:

November 2012

New EU Generalised System of Preferences (GSP) published in EU Official Journal
The new EU GSP, which will turn into effect on the 1st of January 2014 has been published in the EU Official Journal. The European Commission can now officially execute all calculations necessary to determine whether specific product categories from specific beneficiary countries can (de-)graduate from the system.

European Commission’s Annual Report on EU Custom’s enforcement of IPR’s 
The European Commissioner Šemeta, responsible for Taxation, Customs Union, Audit and Anti-Fraud, presented the European Commission’s annual report on EU Custom’s enforcement of IPRs according to the report, EU Customs seized over 103 million products suspected of violating IPRs at the EU's external borders.

Anti Dumping on Leather Footwear
The Anti-dumping Advisory Committee (ADC) on 19th November rejected the European Commission's proposal for a 15 month extension to the anti-dumping duties currently in place for leather footwear from China and Vietnam.

the European Commission is currently calling for comments on its proposal for a revised Vertical Restraints Block Exemption Regulation. The current Block Exemption Regulation is due to expire in May 2010
